Get the file for a Waiting Area Task

Download the file a caller uploaded for a photo or file task. Checks access the same way as Get a Waiting Area Task.

Every file is scanned for malware before it can be downloaded. Until the scan has finished, this returns 409 with reason SCAN_PENDING, so retry after a short wait.
